Hello everyone; This is Dr. Ghossein skg. again with you on blog 10. to continue the subject of the Canadian government's immigration policies.
First and foremost, I would like to reiterate to those who do not know, and those who chose to ignore the fact that; this country was built on immigration. From a population of 3 million in 1867, to 37 million today, all immigrants. (except for the first people to cross the Bering Land Bridge, and the subsequent waves for thousands of years, and those who staid and claimed the land).
Legal and orderly immigration, following the rules, regulations and the law of the land. Immigration should not be based on the discretionary powers of one man.
Canada is a country with the second largest landmass in the world after Russia, with people to land ratio of  around zero to 25 people per square kilometre, most living within 100 km. of the US. border. Without immigration Canada will be in danger of becoming just a large land mass.

Having said that;
Allow me to offer few suggestions for immigration, with the best interest of Canada in mind.
A - On the vetting procedure; add local observers to offer nonbinding recommendations, especially on local customs, affiliations, beliefs that might conflict with Canadian conventions and traditions, which might open the door for constitutional arguments, and lawsuits citing religious beliefs, international standards of which, the present Canadian government is a signatory etc.
B - For those applicants that have the required total points that make them illegible for visa, that means after passing their physical and language tests, their security check, etc.
Add to the final qualifying conditions, the following requirements:
1 -  General knowledge of Canada test.
2 - Test on Canadian Values, supplemented by an educational package, that rises above politics.
3 - Ask the applicants if they would join the Canadian Forces if they're asked, better yet make it mandatory to serve in the military for a specific period of time, if asked, which would be an excellent learning experience.
4 - Make it mandatory for the accepted ones to go to specific regions in Canada, depending on the need to populate, labour shortage, need for specific trades and professions, etc.
5 - Make it mandatory for those qualified for entry to accept available jobs especially, if they can not be matched with previous trades acquired in the old country.
Otherwise what is the use of bringing half a million people into the country, most of them are not working, yet Ontario has 200 thousand vacant positions they can not fill?
Very important to consider:
- Preparing those accepted at the point of origin,  for a culture shock. Crucial point for the success in the transition from one culture to another, hence;
The urgent need for Immigration Canada to prepare an intensive compulsory information package to teach accepted candidates about cultural differences between the new and the old countries.
This package should address dozens of subjects such as: - Women's rights, - fundamentalism, - the separation between church and state,(religious doctrines and state laws) - all the freedom and the rights to be enjoyed, and the obligations to balance these rights.
- Make the learning of that package a condition for entry.
- Non compliance with the above, results in revoked visas.

You see, there are fundamental differences between one seeking a better life, and one seeking a better passport, between one that is ready to give his blood to country, and the one who sucks the blood out of it, the one that sees Canada as an indestructible beautiful piece of gold, and the one that sees Canada as a gold mine once depleted is discarded.
So if you want this country to remain the beautiful indestructible piece of gold, consider updating the rules to meet the realities of the 21st century, taking into consideration the following practical factors:
a - Value of Canadian work; which in stagnating
b - Human Capital; which is falling behind.
c - Eating our wealth; which must not continue
d - Ageing population; is bringing half a million refugees is an adequate replacement?
Non of that is considered when the present government welcomes everybody, under the most ridiculous pretext that Canada is rich. I say Hippies should not run governments.

As for the family reunification programme; forget the lotto, and the first come first serve, they both are mediocre systems.
Make it a system of qualifying, and in this case we have two parties to qualify - the one living in Canada, and the relatives living in the old country.
Automatic disqualification if the party living in Canada is:
- Collecting welfare.
- Have a history of living off social assistance,
- Never contributed to this country other than breathing the air, eating the food, and polluting,
- Anyone with serious criminal record.
As well automatic disqualification for the part living outside Canada if; they do not meet at least the minimum entry requirements.
I doubt if any of these recommendations will be considered by the present Canadian government.

Proper Education for immigrants is needed, and I am not talking only about French or English as a second language, I am talking about creating the right atmosphere that leads to attachment and loyalty, I am talking about the one simple rule; Adopting and Adapting. Adopt the country that adopted you, and adapt to its ways. Notice that adapting is not assimilating.

This raises the question of a cliche' used by all; "Melting Pot". What is that really?, to me it is another political statement used by political parties to collect few extra votes. Why is that just a statement with no real effect or benefits to the country?
Because, as long as it is not activated, it is just a gimmick, and just a people living in a pot.
A melting pot includes; pot, people, and the ingredient that makes people flexible. That ingredient is fire under the pot,.That fire could be; hot air and John Lennon's song" Imagine", it could be radical ideology, or what the country needs; Love and Loyalty. So you need to turn on the heat to get what is in the pot to melt. Understand that I am not talking about the heat offered neither by the rotten apples nor by the hired hands. People are like elements or minerals, they have different melting points.
In order to reach a homogeneous level of melting, one will have to wait. For instance; Lead melts at 327 degrees Celsius, while gold melts at 1064, and graphite at 3550, and if love and loyalty to Canada is used to cause the melting, then the results are people full of love and loyalty to Canada.

Otherwise, not turning on the heat needed, will result in the creation of ghettos living in that pot, ghettos created and encouraged by governments, because they serve their political goals. Remember that the preparation of the people getting into the pot, starts at the beginning, with the prerequisites for obtaining an entry visa.

One of the most important factors for successful immigration is; keeping a proper balance, but, the way things are today, I see a definite disaster in the making for the country, especially when you extrapolate.

One event that really attracted my attention few weeks ago was; The refugee claimant from Saudi Arabia, the teenager paraded at the airport by our esteemed minister of foreign affairs, introducing her as " A New Canadian".
For this country's sake, that claimant has not been for 5 minutes on Canadian soil, and she was declared a new Canadian. What is a Canadian then? I ask you and that minister. A person that denounced her family and renounced her religion, no loyalty to two of the most sacred elements; family and religion. How much loyalty will Canada get  out of such people? What a farce, with the present Canadian government, our country has become that Little House, and I do not mean On the Prairies.
